Commit Message

Minor refactoring and improvements of db update logic

Move initialization of _id fields down to the dbclient module.
Minor simplification of duplicate event detection logic.
Minor cleanup of some of the db logic to make it a bit more consistent
across our various services.
Regularly log number and latency of db calls.

Contributes to tracker issue [#101098214].
