Fix process out of area service (#394)

* Log out of area service processing

* Remove Java 8 lambda on server version comparator

* Refactor process out of area functionality

* Refator out of area service to also search with opensrp_id
- This is necessary because opensrp_id is a generic name that can be used for the identifiers
- Also added support for new opensrp event type naming convention

* Bump up server version to 2.8.19

* Fix failin test on processOutOfAreaService
