composer: Decouple dev-tools from main dependencies

It was a common way to require all dev tools in the main composer.json
configuration.
Unfortunately this can cause the version resolver to take much time
or even run into unresolvable version constraints for new PHP versions.
Using the composer-bin-plugin allows us to swap the dev-tools out of
the main composer.json config putting each in a decoupled location
which can resolve installable versions much faster
and no longer collides with the other tools.

* Putting PHPUnit in a custom "namespace"
* Tell other "spaces" to sort the package names
