Support UI tests for C codegen, allow for disabling of tests

This commit does two things:
- Integrate C codegen testing with the UI test infrastructure (IMO this
  is the easiest + fastest way to test the codegen)
- Add a pre-process step that parses test files for extra test
  directives. Right now this used to tell the test runner to ignore
  files for which we cannot generate code for yet; later on it could be
  more nuanced (print errors, etc).
