Adjusted new code:
- always pass UUID to _create_()
- call create_key() on AESCipher
- pass str to AESCipher (was bytes)
- moved get_topic() and resolve_topic() to utils.py
- changed to _pending_events_ and exclude from snapshot
- changed topic to use ':' rather than '#'
- changed env var to 'DO_CREATE_TABLE'
- moved recorder exception classes to module level
- renamed repository get() method arg to 'at' (was 'version')

Adjusted README file to present new feature set and synopsis.
