[installation] bug fix (#5187)

- fix sudo issue in `quick-start-kubespray.sh`
- fix git branch fetch issue in dev-box
- allow specify `BRANCH_NAME` as an env var when start dev-box container
- move `pai-storage` namespace management to `cluster-configuration` service
- allow `kubernetes` field in `layout.yaml` for legacy reasons
