bugfix: DNS retry delays, version

* DNS retry loop was sleeping after the last iteration because of an off-by-one
  in conditionals; move the logic to keep the conditional simple at expensive
  of slightly more complex duration calculation
* Set hard-coded version string to have a `-dev` suffix, since I'm not tagging
  now
* Adjust .compile helper to set the correct linker symbol for this project
