Ds 3167 (#14) Add params to control number of ticks 

* DS-3167: Add params to control number of ticks

Tick labels can overlap with the defaults and make plots ugly. This new code adds a parameter to control the number of tick labels and attempts to make sensible defaults if they are not specified.

* Adjust default values

* Adjust default number of ticks depending on layout of smallmultiples

* Keep scatterplot y-axis defaults unchanged

* Address code review comments
