feat(refactor): Release refactored version with OSM import capability

This commit officially released the refactored version of the gem now that it has been tested with the plugin.

I am also including a fix for ScheduleRuleSet, which avoids the case of ID collisions with the default IDF names that OpenStudio assigns.
