dev guide new section on clarity for the better future workflow

retrieve extract transform validate

etv can be rearranged, interwoven etc. the critical part is that
retrieve happens only once per phase based on new information that has
come to light since the previous phase, e.g. the contents of manifest
files inform the need to retrieve the headers of certain image files
so we can extract their content into the export
