[release-v1.26] Pull less from dockerhub when running testsuite (#1501)

* Move a bunch of test functions from util to framework.

This is done so we could refer to f.ControllerPod in NewPodWithPVC
in a later commit.

This part should be a non-functional change, however it was a lot of
rototilling (since framework had some similarly named functions).

* Pull cdi-importer from local registry, not dockerhub.

Dockerhub causes us problems with rate limits and the like.
