setup.org add section for enabling long paths on windows

transiently documenting my broken fix and solution and related bugs
for the long paths issue on windows using the //?/ prefix and

added ability to retrieve files from blackfynn whose state is uploaded
instead of just ready since I need it now to test image metadata and
we may also need it in the future to retrieve incorrectly uploaded,
but extant files
