Add method to create a &amp;#39;chromosome&amp;#39; when no such coordinate system exists. Add to only fetch_by_name subroutine for now.

* Add method to create chromosome alias, also saves a karyotype-related cache.

* Make new method private

* Test that a chromosome CoordSystem object does not exist before alias is created

* Remove debug statement from tests

* Remove print/debug comments

* Test sliceAdaptor object is created ok from Parus major test db

* If multiple coordSystem candidates to alias, choose one with best rank

* Add hypothetical test of multiple coordSystems that could be aliased. Add related checks to SliceAdaptor.

* Fix typo in subroutine header text

* Test alias is created correctly. Reformat alias tests to define them more clearly.
