Commit Message

Large testing overhaul.

* Employ staging area to cache some resources, notably git & hg repos.
* Staging area reduces download bandwidth & speeds up testing.
* Add tests/common.py, stores test staging setup & teardown.
* Log file will be moved to /tmp/test.log after tests finish.
* Now running flake8 validation on tests module.
* Add doc links for pytest and tox.
