Client.OFXClient: expose gen_newfileuid arg through top-level request()s

The OFX header may optionally set a value for NEWFILEUID.  Until now,
OFXClient request methods have ultimately called serialize(), which
was hardwired to pass a randomly-generated UUID to header.make_header().
This commit allows NEWFILEUID generation to be suppressed.
