build without full-fat UK support, for smaller installs

$ perl Makefile.PL --without_uk

this is a truly monstrous hack and barely tested at present, but
I *think* it is the basis for a solution to this feature request:
  https://github.com/DrHyde/perl-modules-Number-Phone/issues/95

It is barely tested at all, and I expect test failures in 'make test'
as the tests are not yet aware of the potentially missing full-fat
Number::Phone::UK, but 'make install' should give you something that
works (using StubCounty::GB for UK numbers).
