Added make doccheck again

Details:

* Because the built documentation is now checked in to the repo and
  needs to be manually kept up to date, this change adds a make doccheck
  target that verifies that.

* This change also adds 'make doccheck' to the Travis CI runs, for
  latest package levels, on Linux and with Python 3.9.
