remove support for extended-form TCP connection hints

Still accepted: "tcp:HOST:PORT" and "HOST:PORT".

Now ignored: "tcp:host=HOST:port=PORT". This form also used to accept
timeout= and bindAddress=, two things which don't belong in the control
of an external party. Also, the "tcp:" prefix is now case-sensitive, and
must be in lowercase.

The FURL connection hint language translates into Twisted
client-endpoint specifier language, but is a separate beast, with less
power.
