Commit Message

Add 'inch' as dev dependancy and todefault rake task.

Rake will now check for documentation completeness during testing
and on Travis CI.
Inch is set for pedantic mode, as of this commit it passes.
Private methods are still undocumented at this time but they will not
flag an error
