Inspected the EXPNUM of all entries, and made them consistent with
those used in the survey-ccds files.  Those are either EXPNUM in
the image headers (which sometimes have a leading 3), or can be
constructed from the date+timestring of the CP-processed file if
EXPNUM=0.  Also, re-sort all entries to be a function of time.
