sector_hierarchies - List all of the 5 digit DAC sector codes in this JSON file. Add two test files to allow the sector API to be tested. devtracker.rb - update home page code to call OIPA API. sector_helpers - add new method to aggregate sector data from JSON. index.html.erb - update page to call new API data driven functions.
