Added command `create-config` (#169) (#204)

* feature: Added command functionality

  * test: Added tests for command and helper functions

  * feature: Added methods to dump, remove config file

  * fix: Updated max-attributes in pylintrc

NOTE: The command by default, doesn't create/overwrite if a config file
    already exists.
