Automatically install bf for schema merge. (#4863)

* Automatically install bf for schema merge.

* Moved the test.schema generation into a class fixture so it doesn't execute when VS is trying to discover tests in Test Explorer.
Changed how the dialogs are stored in the static constructor so the list shows in test explorer and we can debug single failures easier.
Updated test.schema (after running the tests with the latest CLI)

* Fixed typo, regenerated the schema one more time

* Replaced assertions for errors for more conventional InvalidOperationExceptions.

* Added comments.
Simplified test code by reducing nesting in the logic.

* Updated schema generated with latrst BF without the plugin.
