Reduce concept count by making all entity recognizers to be simple Recognizer (#4848)

* Hoist EntityRecognizer to be full blown Recognizer, reducing concept count and making text recognizers more usable.

* Added ClientMentionEntityRecognizer to map activity.entities(@type=mention) to recgonizer results suitable to be passed as external entities to luis

* fix registration of new class to use the right kind.

* remove extra comment

* add mssing copyright headers.

* make RecognizeAsync() method use inheritDoc and set defaults.

* rename ClientMentionEntityRecognizer => ChannelMentionEntityRecognizer

* change ChannelMentionEntityRecognizer to output  entity of 'channelMention' with full .id and .name as the resolution.
