Adding blindspot option, v0.9 compat, more default actions (#6)

* added discrete actions for pedestrian

* adjustments to the driving policy to make the vehices stop for agents in their lane even if they don't have the same laneid

* fixed error in driving logic

* removed print statements and got tests passing

* updated driving policy to be slightly safer

* small changes for running blindspot sims

* Compat with POMDPs v0.9 and other minor changes
