Move PyTorch Operator e2e tests to AWS Prow (#305)

* Add CodeBuild buildspec.yaml

* Update app dir folder to folk namespace

* Add e2e Argo workflow generate from ksonnet

* Remove GCP credentials mounts and GCP metadata

* Update test image to my self built image

* Update scripts to create and delete clusters

* Update workDir temproraily

This should be reverted later. Only valid testing fork repository

* Use kaniko instead of GCP cloud build

1. Extend workflow build template with custom env_vars and volume_mounts.
2. Temporarily remove create-pr-symlink step. Seems this is done automatically by some component
