HiPS survey improve tiles cache max cost value

Instead of using a fixed number of tiles, allow surveys with smaller
tiles to cache more tiles.

This should fix issue #1314.

It would probably be better to make sure that visible tiles can never
get removed from the cache, but it is not easily done with Qt
QCache.
