Add HPA (#371)

* Add HPA

* Use deployment name in HPA def

* remove deployment replicas directive

use the HPA replica directives

* Update deployment.tmpl

target based horizontal pod autoscalers rely on the resource request for the percentage of use metric, thus previously this was using (avg sum CPU)/200Mi to calc the hpa cpu metric for scaling pods. this the hpa would keep more pods running due to the lower CPU request value.
