chore(ci): Updated to support the latest Django and Python versions

* Updated py/Django test matrix to the latest supported Django versions

* resolved admin configuration issues in test suite

* fixed tests by fixing the reverse function import

* updated travis-ci python test matrix and fixed tox-travis version

* updated setup.py to match python/django versions and development status

* switched python 3.9 to 3.9-dev as 3.9 is not available yet on travis

* fixed travis-ci linting issues
