update RPC calls to send empty arrays when needed

This is a consequence of writing our RPC in lua, which does not
distinguish between arrays and hashtables, and was tripping up our
compatibility with more strict language clients. Added a new method to
our json library to allow for either underlying implementation of json
to signal empty arrays
