Fetch Test: Completely Disabled Rulesets (#19339)

* Adjust cipher suites that are cross supported in FireFox ESR and Chrome
* Revert "Adjust cipher suites that are cross supported in FireFox ESR and Chrome"

* Batch Deletion: Full Fetch test failure of all hosts in file
* Remove dangling references
- Related files had references to the deleted batch
- Some of these files were also ran with the round 1 fetch test and reflect those changes

* Amend test coverage in affected rulesets
* Fix syntax errors
* Add back Yandex.xml
* Add back Onion rulesets

* Add back recently expired certs and those that are updated from recent expires
- Giving a general COVID-19  grace period for any certs expired after March 2020

* Amend typos and faulty rules
- Coverage failure on eTLD based Gov.uk
- And Yandex is a complex ruleset that needed downsizing

* Remove dangling reference
- DoubleClick_by_Google.com.xml

* Remove GOV.UK from coverage test
- eTLD that effects many rulesets
* Update hash for gov.uk

* Add back rules that had temporary timeout
- These rules had a timeout the first run, should be added back

* Second batch of amended rules
 - Many hosts status changed since the last run in April
 - Amending hosts affected in PR

* Amend disabled targets
- targets were being missed due to test rule confusion in test
- TODO: amend disable checker script

* Add Foresters.com.xml
