* feat(Tags): add support to timestamps w/timezones

- drop regular timestamps columns
- create new ones with timestampsTz

added doctrine/dbal dependency

* feat(links): added approved_at datetime cast

* fix: replaced dropColumn with change method

* chore(Changelog): add latest updates
