Added log10_dmequad to WidebandTimingModel and import check for abc.Sequence (#228)

* Added by_frontend to selections.py (for DMJUMPs) and added first-gen. DMX-based WidebandTimingModel for use with wideband TOAs and DM data.

* Updated to reflect linting with black.

* Updated WidebandTimingModel with function to calculate DMJUMP-adjusted dms, and calculate delta-DM and chi-squared based on mean DM values or not.  Misc. other comments.

* Added import check for abc and Sequence, as Sequence moved between python2.7 and python3.

* Added DMEQUAD; initial checks with tempo confirm DM chi2; using same conventions as EQUAD/EFAC.

* Change default use_mean_dm to False.

* Updated test_gp_wideband.py.

* Blackened code changes.
