Improved testing and enhancements of Newport Agilis support (#268)

Test suite:
- Extended to fully cover `agilis.py`
- Time is now mocked out for all tests to speed things up

Enhancements:
- `@property` did not always return the same type. Corrected for
  multiple routines and tested with hardware.
- Also adjusted doc strings to represent these changes.
- Change `from time import sleep` to `import time` for mocking
