Refactor schema to support both JSON schema and GraphQL

The same data model schema can now be used for validation and GraphQL based
reporting as well.

The resource definition schema has been cleaned up to better distinguish
between (old, deprecated) formulas and meter/accumumulate/aggregate/rate
functions, which are now configured as strings instead of Javascript function
objects, to prepare for when resource definitions will be configured through
a REST API.
