check if imagestreamtag exists for manual build when autorebuilds are enabled

for manual build which has autorebuilds enabled,
verify that imagestreamtag exists (if it doesn't non-existent image was provided),
because setting up autorebuilds with non-existent image is allowed, so users
may prepare their images for next build which will trigger autorebuilds,
but when they run build manually it will be waiting for new BC instance which
won't ever appear, because imagestreamtag doesn't exist yet and won't
trigger build which would create new BuildConfig instance
