refactor: refactor TsJestTransformer

- Use `@jest/create-cache-key-function` to create cache key
- Rename interface ConfigSetItem -> CachedConfigSet
- Rename field configSetItems -> cachedConfigSets
- Set cachedConfigSets, logger, configsFor as protected methods for users to extend.
