Add password normalization. (#396)

Remove password_validator method (introduced in 3.4.0) in favor of a PasswordUtil class that encapsulates
both validation and normalization.

Normalization is controlled via SECURITY_PASSWORD_NORMALIZE_FORM config variable and defaults to "NFKD".
