StdLib versioning & refactoring (#437)

Make newer WDL functions available only with the appropriate language version declaration.

Clean up old tech debt with ad hoc instantiation of StdLib objects. Now they're instantiated in a limited number of appropriate places (Tree for typechecking, and runtime.{task,workflow} for execution) with the language version information, and passed around.
