Fixed failing install of indirect dependency Jinja2 on Python 3.4

Details:

* Since the pip installation strategy for indirect dependencies was changed
  to eager recently, pip does not seem to automatically consider python version
  dependencies anymore.
  This caused the installation of Jinja2 to fail on Python 3.4, reporting that
  2.11.2 does not support Python 3.4. In fact, Jinja2 2.11 removed support for
  Python 3.4 (although there seems to be a discrepancy between python_requires and
  the Trove classifiers).

  This change addresses the issue by adding explicit dependencies to Jinja2
  to the dev-requirements.txt file, pinning Jinja2 to <2.11 for py34.
