Minor fix to random test, testcontainer and postgres upgrade (#930)

* Minor fix to random test, testcontainer and postgres upgrade

 * after troubles with testing containers the library's been updated
 * bump to a postgres version supported on the central docker registry

* Rename key to fetch rights, fix flaky test

 * change name from FetchRights to RightsFetchKey, should make it
   easier to figure out what it's for
 * define endorsement rights with non-empty slots to get meaningful
   data to test, which failed for and empty slot case
