tests: Fix 404 that results if record doesn't exist

The record must exist for a 403 to result; if it doesn't, a 404 results.

My recollection is that this has not always been true in Laravel, although,
I'm not certain as to when the behavior changed (or why this test wasn't fixed
when the relevant upgrade was merged-in).
