Commit Message

Created "curation status" vocabulary.

- Create vocabulary and terms for each repository upon repository creation.
- Add default vocabulary term to each LearningResource upon creation.
- Adds alphabetical sorting to terms within vocabulary.
- Adds migration for backfilling existing Repositories and LearningResources.
- Updates various taxonomy tests broken by existence of a default Vocabulary.
- Adds create_vocabulary function to taxonomy API.
- Adds default "not set" term for vocabularies to allow searching on "unset."

Closes #512.
