825 Add assignment end date (resign_date) to UI (#832)

* Add resign date to edit, add, and officer views

* Add tests

* Add validation for assignment form

* Rewrite officer badge tests into assignment tests

* change view so add assignment error handling is persisted through reload

* Formatting changes for flake8

* Change render to redirect on validation error for adding assignment

* Change unknown resign date to blank resign date

* Change tests to make more exact

* Check for flake8
