fix(config): Add property for Radiance version date

It looks like the date will be the most reliable way of evaluating whether a user has a correct version installed given that it's very difficult to evaluate the Radiance version number correctly. It looks like the date might not be present in the same format of older Radiance builds but I catch this case that the date fails to parse and just return None for the date. I assume we'll always be raising exceptions for this case of an unidentified date.
