A bunch of stuff (sorry future me):
- New TIME_OFFSET config.py value, allows you to put the system into a different timezone
  from the actual server locale.  Useful for shared hosting, etc. where you don't want to
  muck around with the actual server time.
- Initial work for allowing clients to accept server time, rather than using their own
  timezone(s).  (Not yet actually implemented).
- Tests to cover those.
- Better HTML5 validation test output (shows where errors actually are).
- More coverage of templates, and some fixes of HTML problems.
- Various minor fixes to python files touched by above to satisfy pylint.
