Test on postgres (#2)

* updated box as url we were using was removed

* adjusted folder mount to support symlinks on windows host

* changed base box per another project using symlink mount on windows

* removed unused info

* updated the provisioner script

* supported running a particular test

* used an in memory db

* moved tox work dir outside of project dir for speed in vagrant

* installed docker

* configured a test env using postgres container

* configured postgres to introduce testcase failure

* instruced travis to run postgres tests

* enabled the docker service
