qa: bump coding standard from 1.0 to 2.1

- Bumps the laminas-coding-standard from 1.0 to 2.1, and updates code to comply.
- Moves CS checks and code coverage to 7.4 series.
- Removes `--no-plugins` flag from Travis composer installation.
  This was originally added to fix issues with ocramius/package-versions.
  However, since we are now on composer/package-versions-deprecated, the issues that presented previously no longer do — plus, we NEEd plugins in order to make phpcs work properly.
