Add PyPI deployment (#224)

* Add PyPI deployment to travis.yml (and for those using PyCover and the coverage package, a line in .gitignore to prevent .coverage files from being added)

* Add pip cache to .travis.yml

* Try re-deploying with new encryption key

* Remove tag requirement, and for the time being, release from pypi_setup branch

* See if adding skip_cleanup option will fix

* Remove cleanup (seems like this does nothing)

* Try adding skip_cleanup back

* Remove a comment from conf.py (mostly to see if Travis will finally deploy to PyPI)

* Try with just the plain ol' token

* Test deployment with a test API code hard-coded (WARNING: do NOT use with the real key)

* Try adding a build distribution

* Try quoting token to see if that makes a difference

* Try unquoting __token__

* Try setting config branch parameter to all

* Try config parameters with username and password

* Travis CI says: releases will never be triggered from a PR, reverting back to on: master...

* Make sure tags must be present on PyPI build, still hanging...

* Add travis_retry in attempt to fix deployment

* Fix a damn tab error in the .travis.yml (if this is the error I've been trying to hunt down this whole time...)

* NOW try to deploy from pypi_setup

* Well, looks like we cannot deploy off of a PR lol

* Forgot a damn colon

* OK, see if removing if: tag IS present

* OK, try adding if: tag is present again

* OK, removing if tag IS true for good

* Update setup.py for initial deployment params, and remove irrelevant ipykernel and duplicate pytest from requirements.txt

* Change some config vars
