Preparing for release

- CMake project version & install script.
  First version chosen is 0.10.0. No pre-release stability.
- Single letter arguments changed to `Storage` (or `Action` in one case)
- If concepts are available, types of argument names are checked
- If concepts are available, `enable_if` is replaced with `requires`
- Documentation in README.md
- Fix for `action_base::argname` not being able to pick up meta name
  for positional argument
